Why is my indian ringneck puffed up all day

Okay for backstory i got an indian ringneck(6 months old) from a breeder 2 months ago. So i got home and the indian ringneck was very scared(as normal)
and the bird started puffing up all the time.
Is this normal for an indian ringneck?

Either it's too cold or he's very ill. If increasing the room temperature doesn't stop him puffing up, take him to an avian vet immediately.
