Ziggy has been with us a month now and I'm finally seeing some progress.
I started a few things that MonicaMC suggested and have not forced anything. I put a perch on the outside of his cage and left the door open most of the day. He would only occasionally pop out to try and grab my son.
Side note:Ziggy hates my son. My son is very physical, waving his arms, swinging them all the time, always moving. Buzz, his bird, loves it but he also came from an owner who was never mean to him. My bird who didn't come from a good home sees arms waving as a huge threat.
So last night I moved his cage so it is a foot away from where I sit and read. His outside perch is at my shoulder. He came out a couple times and then ran back in. Today he came out and climbed over to my shoulder on his own. As I sit here now he is back on the perch leaned over grooming my hair. Huge progress!
He is still afraid of hands and anything that looks like a stick. I can give him scritches with no problem, my husband can't but he will take hulled sunflower seeds without biting. I think his cage is way too small (you can see all of it in the picture) but I don't know if I should try change it until he's more comfortable, it's his safe place right now. How do I know when to make a big change like that?

as for changing his cage, I think it would be best to change his cage once you notice him spending a lot more time with you and your family and when he's spending generally more time out of his cage, and only going in to eat, drink, play with toys inside (if he has any) and to sleep. If he spends the majority of his time voluntarily outside of the cage, I think that would be a safe time to change his cage because it shows he's comfortable spending time outside rather than isolated inside.
