I've had my Quaker parrort for 3 weeks now and I think he's settling in pretty well. No one knows the name or gender. Anyway every now and then I catch him chewing/biting on his toes on only his left foot to the point where they turn kind of red. Any reason why he would be doing this!? Kinda scaring me

Keep his perches spotless clean, and any other place he stands. Something is irritating it , and biting is the only form of scratching they have for a itchy foot. If not better very soon or gets worse, see your AVIAN vet.

The discoloration and the irritation would have me visiting my Avian Vet yesterday. Companion Parrots spend 95 to 99.999 percent of their life on their feet. Therefore, their feet are very important.

See your AV ASAP! Tomorrow would be nice.

My male blue Quaker does the foot thing from time to time, and I couldn't figure it out for the longest time because there was nothing wrong with his foot. He'd be fine and then all of a sudden he'd be chewing his foot...finally I narrowed it down to dryness, and started putting coconut oil on his feet once a week. He stopped the chewing and his feet look all shiny and beautiful! Something to try, but if it's not just dry skin then I'd get him to an avian vet ASAP...
