I work a lot of crazy hours but I try to keep the lights on/lights off time as consistent as I can and I've noticed that first thing in the morning when he wakes up is when he likes to come out of his cage and have a treat on my desk next to me. Haven't been able to get him to step up yet but I've made a lot of progress making him more comfortable around me and my hands in general.

They love shiny things! Wear a bracelet or a ring, it will entice him to come onto your hands. :)

I remember when we first got our cockatiels when I was little, my mom would pin a millet spray to her or my shoulder, and put the bird on said shoulder, and go about our business like that. It seemed to work quite well. =P
