Female tiel preening frequency

Hello all.
Alice, my 1 year old female tiel, preens a TON. She doesn't pluck, and her plumage looks healthy, so is this normal? It just seems that all she's doing when she's out of her cage is preening, preening, preening. I have seen her preen in her cage, but not to the extent she does when she's out. She's done this since I got her in January. I brought her to a nature camp to be introduced to 12 6-7 years olds (they could look but not touch), and she preened the whole time she was on my hand.
Is this a nervous habit, or are other female tiels also obsessed with their feathers? If it's nervous, then why does she want to come out of her cage only to become nervous?
