The pet shop sent us home with a small cage with a built in heating pad that plugs in. Our GC has been living in this cage since we got him, but we now have a bigger cage that's ready for him. Does he need a heating pad in his new cage also? Or is that only for birds before they grow feathers? He's 6 weeks old.

lots of breeders use heating pads to keep their chicks warm. I do all the time.
by 6 weeks he should not have one nor need one if he is fully feathered.
guess you lucked out with a free heating pad :)

if he is sleeping on the bottom of the cage at night time, you can plug it in just to keep him warm. some younger birds will tend to sleep on the bottom until they are a little older and sleep on a perch or a snuggy hut.

How old is your bird? Heating pads are usually for sick/injured birds, chicks that are still hand feeding or if you need a heating pad to keep the bird warm because ambient temperature are below 40 degrees Fahrenheit.....

If your new bird does not fit any of the above, go ahead & move him ti his new cage.....
