It is true that clipped birds can fly!!!

We keep him fully clipped, just as a safety precaution, his cage is outside and he's always out on top of his cage (he never fly's down) but we just don't want him getting a fright from a bigger bird or crow and flying away.
I guess if I had taught him to use a flight harness I'd consider only half clipping him, but I'm not really wanting to take a risk

Oh, ok. But you can still get a harness even Monty is clipped! A clipped parrot can still be able to fly!
