Wax or snot above cere ?

Hello everyone, I am temporarily housing some budgies while they are looking for a new home. I noticed one has some red *something* above it’s cere. It’s hard to the touch but seems it’s laying ontop of the feathers (not coming from the skin), like dried candle wax in consistency…. Anyone have any ideas what it could be ? Otherwise the Budgie is very active and eating and drinking, and does not seem bothered by the substance above the cere.

I’d guess that’s a sinus infection. This happened to two of my previous budgies before. They were put on oral antibiotics for about 2 weeks if I recall.

They acted normal other than the sinus drainage stains.
The best thing would be to seek out an avian vet. Here’s this:
