A new tail

Rio is getting better everyday at flying but this has caused a problem for us. He is also learnt to say no. He used to step up to everyone at all times even to my 5 year old. Now he just flies off and perches higher if he doesn't want to step up. It's like suddenly I have a teenager with a mind of his own . Flying down is still an issue but he has realised it's fun to just scoop up a toy when he is flying this leads to a tantrum from the kid and alex circling the living room not ready to let go of the toy. The show ended with time out for both of them for a good one hour. How do I assert that rio needs to obey me and just because he has wings he is not the boss?
