Advice please!

Hi all about 2 months ago I adopted a young male cockateil called jack. He is not exactly tame but he is getting there, anyways this evening while he was sitting with me getting his pats he did something very strange. ..he flattened his body out on my chest , went very fluffy did a kind of love heart display with his wings then began rubbing his vent from side to side on me. Was wondering what this behavior is all about, is he masturbating & is this normal? ??[emoji54]

Oh I thought that's what he was doing. ..Should I discourage him from doing this...I have no idea as I have only owned a female budgie?

Sounds like it to me and its normal. Some say to discourage it. Some don't discourage it.

I have 2 tiels and just yesterday they started making even though I think they're both boys.
This is normal too.
