Aggressive Conures please help

Ive had 2 green cheek conures for about 4 years now. One of my birds is named Chavo and he’s a very pretty bird but he’s really aggressive.
If anyone is around his cage he’ll try biting them through the bars. If I open the cage he fluffs up and tries to bite me. It’s been so long and I’ve been slowly working with him to not seem aggressive or scare him in any way and i have no idea why he’s like this. I can now give him treats and be around without him chasing me to bite me. But if I try to offer him to step up or interact with me he just bites me or gives aggressive body language. And the thing is it seems like he’s interested. He likes to come out of his cage and wherever I am he likes to be around but if I try to bond with him in any way it’s helpless.
Now his girlfriend has learned the same behavior and she bites now too. She used to be just a little skittish but now she’s picked up the same aggressive behavior. Please if you have any idea of what I should do any help would be appreciated. I just want to tame them .

If I could be there, most of us, we could (Conure owners) probably stop it, I'm going to get a LOT of flack for this but sometimes if you just get the bird to your chest and pet for a bit....they kind of figure it out. Bad part, you might have to take a bite. It all depends on if you want to go slow and patient or make progress faster.

Even a I type this I know I'm going to get flack, people who are my friends will be like this is not good advice....actually since you mentioned you have a pair not one bird I'm almost like nevermind. There is a way but I can't do it over a billboard. You WILL though figure it out.

Oh if you do the chest method you have to keep talking to them..."So you're a bird what's that like?" "got anything in your netflix queue?" "what are you doing later today?" "how's the family doing? how's mom?" "so what's your favorite seed? It doesn't matter what you say just say it in a not loving, not mean, just we are buddies voice. Like we are equals. You are more equal because you can fly and I'm more equal because I control all the food. AGAIN SINCE YOU HAVE A PAIR NOT SURE ANY OF THIS MAY WORK.
