Dainish cookie cups

So I bought a tin of those Danish sugar cookies the other day (tis the season).

I got to thinking that the little paper cups the cookies are separated into should make great shredding material for my Fids.
But I am having trouble putting them in the cage in a usable way.
I hung a few up on a leather cord with some wooden blocks and beads for Seperators with only a little success.

Wondering if anybody has some other ideas to make use of the little paper cookie holders.
