This is the type of portable AC that uses a water tank with ice water / ice cubes. It runs for 8 to 12 hours, which would be ideal for the hotter times of day in the bird room. Of course I don't want to use the colored lights. I am interested in this one because reviews say that it's enough to make a difference in an office or smaller bedroom. Our bird room is not tiny, but is not huge. I am concerned that an in-window unit would blast too much cool air.

Unfortunately, this is also a humidifier, but I could try turning the spray setting to lowest.
EDIT: Based on one review, I get the impression that you can turn the mist/spray off.

That's basically a swamp cooler, they work by evaporative cooling. The water part of the thing is where the cooling actually comes from, so I doubt it would still cool the air with the spray off, and might just be a $70 fan with it turned off. Also if your air is humid to start with it won't work well, and it will definitely add to the humidity. I considered one of those but I think where I'm at is just too humid so I decided on a window unit. What do the temps get up to in your bird room?

As above. They can monotonous to keep clean and mold free.
