As Skarila said, this species ( and ring necks, and Alexandrian parrots) are not known as hands on parrots, who like to be scratched or petted. At best they like the direction of pets to be with the grain of their feathers, not against it like most other parrots. And they are usually hand shy. The ring neck parrot family is also known for quickly reverting back to an almost wild state if not interacting with humans on a regular, almost daily, basis. Try to figure out what this one's most favorite treat is, and use that as your ambassador to work with her. Always measure your actions and behavior with the parrot by asking the question "Will this build trust or will it break trust" because parrots are all about trust !!
