Could be scaly face mites if it wont come off with a bath.

Welcome to you and your budgies!!

Unsure what the yellow image represents. Depending on your location, many vet clinics are open with precautions, including "drop off" at door service. Mites are treatable but require proper diagnosis. May have to call several vets in your area, if available.

yep this is scaly mites VET ASAP!!!! if you have no acces to a vet or cant visit yet rub some vaseline around the beak so the mites wont get any oxygen and slowly die but you will need a VET ASAP!!

Many vets offer Corona-conscious outreach of various sorts...

In case you need a link to profssional veterinary help...
Certified Avian Vets

If none are near you...

In my opinion, any of the vets listed here should be better than a regular vet.
International contacts, too.
Or... sometimes I find a place to start just by Googling "avian veterinarian near ((your location))"
