Were the images taken during same session? Appears smaller and more symmetrical last pic. Hard to know the cause, but if rapid growth, possibly a cyst of some kind? Is your cockatiel able to eat, any other symptoms?
 
First, it appears that the cere openings are both impacted. That will require a trip to an Avian Medical Professional to flush them open.

The object on the lower bill has the appearance of something stuck to the bill -or- a growth from the face, out on to the bill. Deformed bill takes months to develop and this shape would not be common.

Time to see your Avian Medical Professional...
 
Agree with the above - time for a Certified Avian Vet visit.
 
100x agree with above, time for a vet visit, even more so if the birds nares (nostrils) are blocked as suggested above. How is the bird other-wise, is it behaving normal and eating ok? How quickly did the growth appear/form?

Often some papillomas will disappear on their own in time and be honed off the birds beak when they feak (rubbing their beak). Either way time to see a avian vet so they can correctly diagnose and treat the condition if needed and see if there's not something else/more going on.

Oh I didn't notice that when I first responded, hopefully the problem has already resolved itself then.

I wish people when editing would leave original post/information in place and just add an update to their post or make a new reply post to the existing thread so all information stays intact and on point.

Taking out original information and just saying something else damages the thread and way it reads, contexts change etc...

Took me a sec to figure out dw was don't worry, lol. Long as the animal is ok in the end "it's all good"
 
As noted, the nares or nostrils are reddish and inflamed. And a vet visit us in order.
Often an all seed diet with no fresh veggies or pellets leads to low vitamin A levels. Which show up as respiratory issues, or causes infections to happen. Because vitamin A is needed for the cells of the respiratory system, and immune health.

I'm glad the seed fell off, but we feel yiu still have a health issue.
