Is he a 9-10 week old Ringneck or older?

Hi I just brought home this male Ringneck yesterday with a hatch date of 2/27/2025 makes him 9-10 weeks old. He can fly; acts like a baby still-cries and asks to be hand fed-I was told he was “weaned couple of weeks ago”.
He looks older than what I have seen on line, but acts like a baby-did he revert because of the new home? Yet the size of his feet are big! And he is about 11 1/4” from beak to tail, and his plumage is pretty set in compared to what I have seen. Please help me know if he is older than his stated age. It just means more training time is needed if he is older. I think. I have a pineapple green cheek conure at home, that I had hand fed. This is so much different. Thank you all in advance-my first RN.

It's impossible to tell other than he's a very young IRN. I'd take him to an avian vet for a check up and ask them.
Baby birds grow very fast
Once they have all their baby feathers they look the same until they start getting their adult feathers. At 60 days old, an IRN should have all their baby feathers. The fledge (leave nest and start to learn to fly) at 6 to 7 weeks. I read this in several reliable sources online. Yours is at least 70 days old if hatched 2/27/25. If he still acts like a baby he's probably less than three months old. He may very likely be 9 to 10 weeks.
