Lost bird in Northeast Ohio

Saw a picture of a lost parakeet on Facebook, found near Grayton Rd in Cleveland Ohio, today. I believe it is a budgie but not sure. I'll try to load a picture.

Bird was found by someone near Grayton Rd, but they are not the owner. They cannot keep it long so I am urging them to make an effort to reach out to vets or aviaries or anyone who takes in lost animals to find the owners.

I'm concerned that a legit effort to get this bird to its rightful owner won't happen. It's a private neighborhood page, and someone told them they'll take if they don't want it or can't find the owner. They've stated that they've PMd the person who found the bird, that gives me the impression they're going to try to convince the finder to just give them the bird b/c they want it.

Anyone offer any advice? I hate when an owner cannot reunite with their pet, which is most often legal private property. I hear about too many people that see a found pet and want it for their own or their own kids b/c the kids liked it. It makes my blood boil when adults manipulate these situations.

I wonder if you or somebody could leak the info to a news agency or such? Maybe that might provoke a more legit effort? Or can that get you sued or something?

I couldn't get sued for passing on such info.
