Macaw cage size——abuse?

Hey guys I was recently inquiring about a macaw for adoption and it plucked and I was trying to figure out why so I asked for a picture of it’s cage and in my opinion it was to small, anyone else think this .....ps I told him I had experience with a cockatoo...:49:

Definitely too small. Doesn't look like the macaw could open it's wings fully inside if it. Also is the beak scissored and overgrown or is a stray black feather in the last picture throwing me off? Going with a stray feather but still concerned
 
That’s it’s beak, it makes me so sad to see it treated like that
 
And the cage is in bad shape. You can see where the paint/coating is coming off.
I would agree it's too small for such a big bird.

It also doesn't look to have much in the way of perches. I can only see one wood one which is really close to the side of the cage so I doubt the bird uses it much, and the only other option is a sandy perch which cannot be good for it's feet. I can't see what's behind the door so there might be another but I don't know.

The cage is small, but I guess it depends on the way the bird is responding---sadly, I have seen much worse.
At the end of the day, a macaw needs the biggest cage possible but even a big cage is going to pale in comparison to what they would have in the wild---NOT that we shouldn't get them the biggest cages possible...just thinking out loud. I bet those owners think that their bird's home is just fine (because the cage is big as cages go, but small as macaw cages go).

Good Grief..... That looks like a budgie, cockatiel cage..... IMHO..... I'd change the cage as soon as funding is available to do so. I believe the minimum cage size for this size bird is 42"x32"x75" with a 1"bar spacing. I would start with a cage this size, and go larger if at all possible. This may very well be associated with the plucking issues. I won't say that's the whole problem, I'm sure it's not...... However I'd suggest an excellent start towards getting back to happier life.

The poor macaw is in bad shape and sick as well, suspect liver if failing. You need the cage as tall as your room and at least 42 inches wide and 36 deep with 1 inch bar spacing so she/he can climb bars. If you do rescue the bird, please get it to a vet asap!!

The man will not let me rescue the bird because I called him out on the poor care
