Bonnie and Clyde, Umbrella 'Toos, and BoozieToo, a double yellow Amazon. RIP Boozie, Blue crowned mealy Amazon
Do Amazons, as a rule, love neck scratches? Boozie won't let me get near her neck. She will allow me to rub her chest, but anytime my hand or anything really gets behind her, she gets defensive. She trusts me and never bites me, hard anyway. But no neck scratches.

Start with their cheeks until they gain a bit of trust. As a rule I never reach my hand behind my birds... quick way to get yourself an instinctive bite...and its your fault! Let them see your hand coming and ask permission. Me...I just ask... rub his head?. Doesn't take long for them to learn. Mine will now bow his head if in the mood... sometimes even asking ME..

Salty loves his neck scratched, or more to the point massaged. But I dont come in from behind, rather I start on the head and work my way to his neck. But he will always accept cheek and jaw scratches , even whn he is not in the 'mood' for scratchies. Just remember - head, jaw and neck - good; back, belly and vent - bad, unless you are looking to mate with her.

How that's Wit!!! :D

Amy loves skritches. Sometimes I can go behind her head, other times no. Like Salty, she adores cheek, beak and head skritching, and yes, sometimes she even asks for it by lowering her head.
BB is sometimes a mushmouse, almost falling over in pure bliss

My Bingo loves them. But there is a time and a place for everything.
If I am wearing the wrong clothes, if I am wearing glasses, if I just came out of the shower He will bite me as hard as he can.

Always observe body language before attempting to handle an Amazon.

In my experience, when they REALLY want a neck skritch, they'll put their beak down firmly on the table/cage/etc. In 'Zon speak, this means "Skritch my neck, OR ELSE, slave! I'll tell you when you can stop!"
