Need help... Male or Female?

Hii freinds,

I need help identifying my cockatiel's gender.
His parents are lutino male and gray female, he is 11 months old.
Has stripes on back and near vent.
But face is yellow with orange patch.
After research on google my guess is its Male.
Can members here confirm if its male or female.
I am going to get him a partner accordingly.

I'd say he's a male. They don't lose all their baby feathers on their first moult.
And I'm sure you already know but, cockatiels should be atleast 18 months old to be bred.

The easiest way to tell the difference between male and female with cockatiels is to check the colouring of the underside of the tail feathers. Provided your bird has moulted into it's adult plumage, a male will have solid colour while a female will have barring or rippling of colour on the underside of the tail feathers.

I say male in two ways:
1. visually (as aboth)
2. genetics - after mentioned pair all girls are lutino and all boys aren't lutino
