Not sure what to make of this

Ona: Dilute Green Cheek Conure
Yuri: Black Cap Conure
It’s like they’re friendly but also aggressive and testing each other. Right before this Yuri was preening Ona’s tail and trying to regurgitate for her. She’s only 6 months old. Ona will waver between nice preening to aggressive preening. My best guess is they’re figuring out boundaries and Ona is trying to establish dominance? (would not surprise me)

 
It seems normal for them to test each other. I think they just need supervision until you're certain Ona won't get too "aggressive" though it looks more "forward" and "confident" than "aggressive" to me.
If you aren't certain they may just need separate cages indefinitely. Not the end of the world. You only have two birds.

Oh yeah, they will be in separate cages regardless so that’s not an issue. I agree it seems like testing and Ona trying to make it know that she’s the head honcho.
 
As long as Yuri doesn't try to be head honcho too there shouldn't be a big problem. You may not know Yuris true nature until she goes through puberty.
