Parrot pretending to lay?

My Sun Conure already laid eggs about a month or two ago and it was a clutch of four. Since then she has not laid at all. Recently she has shown signs for about a week or two now that she is laying eggs again, however she has not laid eggs at all and is not carrying one.

She is still eating healthily and acting healthy, but now she will sit at the bottom of the cage some times and cluck as well as put her rump in the air. Along with this she is acting hormonal.

Do Parrots sometimes go through placebo periods like this?

Also her vent feels a little swollen but she has not laid at all.

And you are 100% certain your girl is not egg bound, right?

The clucking, butt in the air thing is fairly normal for hens in breeding mode, however, a swollen vent is not.

What did you do with the last clutch of eggs? Did you just let her sit on them, or did you remove the eggs as they were being laid?

I let her sit on them and removed them a few days after she lost interest. I'm relatively certain she's not eggbound as I know what it feels like when she's carrying an egg. She isn't carrying anthing.
