Picasso got some medicine on her cere 2 nights ago, and that area turned white within 5 hours. It's still white today and won't 'rub off'. Can doxycycline bleach bird's ceres? She doesn't seem to be in pain, and that spot doesn't seem to be irritated.

I think that is possible, or her dry cere skin absorbed the liquid and looks lighter? Or maybe the medication dried on her cere and left some powder behind?

I read up on doxycycline and taking it internally can cause skin photosensitivity or in allergies a rash and hives. But that doesn’t sound like what you mean.

If she’s not picking at or rubbing her cere, I wouldn’t worry. You could always call your vet and ask about it. Be clear that you spilled some of the medication on her cere and that area is now paler in color.
