Please help under weight chick

I'm hand feeding a 10 day old baby cockatiel. He seems to be going really far in-between feedings now and looks under weight. He was doing great gaining weight for the first week and it looks like his crop is slowing down. I'm feeding him Kaytee exact mixed as 1 Part formula to 2 parts water. He looks like he can eat about 2 ml to 2.5 ml. It takes him more than 3 hours to digest it. I started hand feeding him after he hatched because the parents threw out his sibling and he died 4 days later. I was feeding him every hour in the beginning and mixed formula according to package directions. He's active and constantly wants to eat, with feathers starting to come out but his belly looks a bit thinner today. Weighed him today and he's about 17 grams.
