Bumble - Pacific (or Celestial) Parrotlet hatched 02/19/17
I don’t think there are a ton of Pacific Northwesters here, but thought I should get this info out just in case. I did have some contact with this breeder before I got Bumble and things didn’t sit right wit me after talking to her. I now realize a lot of what she does is shady at best. This screen shot is from Northwest Parrots on FB.

I saw this on facebook....I have also heard of sick birds coming from Birdman's Parrots in Chicago. How terrible...

Horrific! If verified perhaps Washington State can enforce sanctions?

It looks like the local rescue/breeder/owner community is trying to organize and do everything possible to stop her from continuing to (allegedly) sell and continue to breed. One hopes.

Each State Health Department has different reporting guidelines on what they monitor. Commonly, those are listed on their Website. Check whether your State does.

In those States that do not, the use of FaceBook and other like sources for spreading the Word helps.

Is there a BBB group in that City? That is also a possible route. Check the States' Site on Resister Businesses! An individual that is not follow good Parrot Care practices, likely is not following State Business Guild Lines. That could indicate that they are not following Local, State and National Tax requirements! Possible not reporting income, not paying taxes?

"Let the Buy Beware!" continues to be a hallmark.

Getting everything in writing and then following the requirements of the Buy/Sell agreement is the only safeguard we have. Note, most 'Good' Breeders require that you have your Parrot Vet Checked within a very limited number of days after purchasing. That requirement protects the Seller and the Buyer!
