Respiratory Infection

Every morning, when my cockatiel wakes up. He makes this weird exhale sound. He sounds kinda stuffy and congested. And what?s weird is that he always does it right after he drinks water. It lasts about 1 minute and then goes away. He seems to be drinking more water in the mornings than usual. I?ve attached a video.

I know they are dusty birds, but could this be an upper respiratory infection?

Aside from continuous, involuntary and obviously labored breathing sounds, various noises from parrots must be carefully assessed for illness vs learned behavior. Parrots are quite capable of mimicking or inventing repetitive patterns. I honestly cannot explain what your cockatiel is doing, but association with drinking water an important clue. Increased consumption can be worrying, any changes to eating, appearance of droppings? Might be good idea for avian vet visit if possible!
 
No changes in eating behavior or weight or energy. Droppings are normal. Yes I suppose a visit to the vet is in order.

Definitely show the video if you choose vet visit, might make sense to a medical professional. Did this suddenly occur or develop over time?
