Safe temperatures for parrots

Hi everyone,

I know this may be dependent on the specific parrot species, and where they are from. Does anyone know what safe temperatures for parrots are? I've seen videos on youtube of parrots (macaws) outside in winter weather where there is snow on the ground. The reason why I ask is I have a parrot who gets very upset if he can't go outside. Clearly he doesn't understand when it's only 20 degrees outside that it would probably kill him. Any feedback is appreciated. I'm not well versed on this specific subject.
 
Vids of parrots in the snow notwithstanding (since they have grown under feathers in that environment) I wouldn't take my parrot out for any length of time below 65degF and even then .... brrrrrr.

Apropos of perhaps nothing. Patagonians and Quakers are banned in New Jersey because they are deemed capable of escaping and making a feral population, climate otwithstanding!
