Two bands on a bird?

Orange wing amazon, Jenday conures and cockatiels.
I just got two lovely Jenday conures. One of them has a regular band on one leg and a round looking one on the other, almost like a jewelry jump ring. The only reason I noticed it right away was because he keeps picking at it like it bugs him.

Is there some reason to have two bands?

Can you get a pic ? Are they "open" bands, or "closed" rings ? Is the band that the bird picks at too tight ? I would assume it's an open band placed there by who "brokered" the bird and the closed band on the other legs was placed by the breeder soon after hatch. Can you read the bands? If the open band is the one he's picking at and it's not too tight, then it's a new band and has his attention. The closed (ring) has been there since day10 and the bird thinks it's perfectly normal. Just my guess at the situation , but don't really have all the info. IMO you could have the vet cut the open bands from the bird, a closed band is more important and should be left if no issues. Open bands mean little and could be placed at any time by anyone.
 
What kind of band? Can you send a pic so I can see? Normally there's only one band, I've never seen a parrot with two bands.
 
Here is a picture, but it was taken with my iPad so it's kinda crummy. I can try and get a better one later.

To answer your questions, yes one is the regular closed breeders band and the second one is an open band that does not appear to have any stamped coding on it at all, it is just rounded metal crimped on.

Is he sexed? I know some breeders put on two bands to distinguish sexed males and females, though one is usually removed. IE Left for male, right for female or something, but those are usually two closed breeder bands, not an open one, so I'm not entirely sure.
 
Yes, he's part of a bonded pair. I noticed his mate has a second band too, but on the other leg, so sexing determination makes sense.
 
Are you sure you don't see any small letters and numbers on the open band? Rosie had two open bands too, but the baffling thing about hers was both had been private QT bands(telling me that she had been imported through New York)

This is what hers looked like, although they look plain I was able to make out small letters.
