Hello Friends
Roky is doing well.
moving and yelling all around the home.
using a special perch in corner as his toilet.
sleeping in the blanket in the winter nights.
having a round on trees and neighbors floors once in a week as free flight.

Does he ever go in a cage?

Allowing him to sleep in a blanket overnight (especially with you) could cause hormonal behaviors not to mention it is pretty dangerous to allow him to do so. He would be much safer in a cage that is covered by the blanket and not actually in the blanket to sleep.
 
He is cage when no body is home.
He sleeps in the cage in the blanket or on the blanket. He decides himself. Or he sits on perch in cage and sleeps.

---Please no more blanket sleeping though - this well become sexual VERY fast and lead to behaviors....
They should NEVER have access to anything that cups their bodies..petting should only be on the head and neck and NO shadowy places or nesting materials (blankets, paper piles, huts, tents, under furniture, in cabinets etc).
At night he should be locked in a cage. I will spare you the horror stories of birds getting squished, drown or poisoned etc as a result of being out at night.

What about he spend night in cage and I cover the cage with some thick cloth to protect him from cold wind ?

You can cover him with a cloth if the cloth is breathable--move the cage indoors and cover him inside (making sure air gets through the cloth).
