Many pet stores and stores selling pet food have a lost/found bulletin board. Posting a "found bird" notice with minimum details would get the word out and the real owner should be able to positively identify the little one.
Also, many local radio/tv stations will do a "found pet" segment as a public service. Once again, only provide basic information - the real owner should be able to positively identify their bird. If they can't, they don't deserve the precious little IRN.

I am concerned because how on earth is someone going to be able to PROVE it's their bird????
One of the above sites forces you to identify the the type of parrot... shouldI be worried about that???

I m not talking about websites - I am talking about posting a paper notice on a bulletin board in a brick and mortar store like Pet Smart, Petco, TSC, and specialty stores that sell high quality pet foods. Almost all of them have bulletin boards that you can post lost/found notices.
If you post only that you found a "pet bird" someone who lost an IRN could easily say that they lost an IRN and provide details about coloring, etc. There is no 100% guarantee, but of all of the different types of birds chances that an impostor would guess the right species would be rather slim. You could also carefully examine the bird for any identifying characteristics, words that he says, markings, etc. that would positively identify him/her.
I can guarantee, 100% that if Tsali was lost I could properly identify him to anyone over the phone so that they would know, beyond a shadow of a doubt that we were a bonded pair. If the owner's of the IRN can't do this, they don't deserve him/her.
It's like a mother -- she KNOWS her children and can positively identify them sight unseen.
