Getting IRN to trust me

So, I have adopted a 5 year old IRN recently and I need help trying to get her to trust me. Her name is Willow and she is willing to take food out of my hands but will not step up or let me touch her. She goes to bite if I try and bring my hand up to her. I can let her out of the cage and she eventually goes in by herself or I lure her in with food. Right now she is separate from my quaker, Toby (7 months old). She is on antibiotics so I want to wait until her treatment is done. I am unable to give her the medicine directly so I mix it into some rice, carrots, corn and peas. She eats most of it so I am pretty sure she is getting some of the medicine. So, far I have just been hand feeding certain treats, talking to her, and sitting next to her cage while watching tv together. I have been spending an hour or two with one bird and then I move to the other room to spend an hour or two with the other. Both are out of the cage for more than 4 hours a day. Can anyone give me any tips on how to help Willow trust me more and eventually step up or be pet?

Also, if anyone has any tips for when I try and introduce Willow to Toby?

It sounds like you are doing everything right with Willow and giving her time to trust you. Good Job. As far as introducing Willow and Toby, I think you should put their cages next to eachother (but not too close) and gradually move them closer to eachother until eventually you can open their cages and let them meet. At anytime along the way if you need to stop the process and go back a bit, you can.
