Give it time, they likely are scared of hands, just let them get use to seeing you and do your routine around them without staring directly at them. Offer treats without being forceful and they will come around. Let them come out of cage on their own it get them away from safe spot and they will then likely start to step up. My cockatiel Pepper hated hands as he was a petstore bird at Petland and people would just grab him at random there, so he hated hands, but after 2-3 weeks he flew to my shoulder as me he didn't mind, but still hated hands and after a couple more weeks he started stepping up and allow hands closer.

I bought a pair of opposite gender birds from different stores, both "big box store birds" who were definitely not hand raised, they were both terrified of my hands at first, and they had every right to be. We are hundreds or maybe even a thousand times bigger than they are, are not birds, have an undeniably predatory look about us, and we have a compulsive need to stuff out giant hands (also many times larger than parakeets) into what they consider a "safe" place.

Be gentle and willing to take time with them, it is true they may never come around, but in my experience, that is incredibly unlikely. They are already willing to eat from a millet sprig you are holding, that's pretty big whether or not it seems to be, let them go at a pace they dictate, your rewards are going to be poop covered hands, and some 10 to 15 years of servitude to a couple of feathery buttheads absolutely deserving of the heart they will steal (if they haven't already) and you'll enjoy every bit of the shenanigans they get themselves into.

I have had my parakeet 3 weeks on the 24th of this month. He is from Petco and up until now has acted pretty much the same as what you describe in your birds. However, in the past few days, this morning in particular, he moved closer to the front of the cage as he played with his toys. It really just takes time and patience with these birds because they have been through a lot that gives them reason not to trust people.

I imagine when they had that leg band put on that was very traumatic. Then they've been shuffled from breeder to pet store, had a lot of people staring at them, and they learned to be afraid. Just talk to them with a calm cheerful voice, don't worry too much about handling them right now. Let them get to know you and learn you're not going to hurt them. I'm seeing progress with my bird, but remember it's a slow process.
