I'm sorry if I seem stupid but I really don't know.
I have a cockatiel that I take outside to fly, it always comes back if I scream for it, it kinda sucks having to scream XD I want to use a whistle, and specifically a silent dog whistle that supposedly normal people cant hear.

I'm not sure about a silent dog whistle. I do know some people use whistles while free flying their parrots and in falconry, it's very loud though.

I don't know if birds can hear those whistles. Blow it near your 'tiel, and see if he reacts.

Acorn - a Yellow Sided Green Cheek Conure;
Bob - a Cockatiel;
Cricket - an American Budgie
I would train him inside first.

I cannot find any information about the audio spectrum that parrots hear in so I have no idea as to weather or not they can hear a dog whistle.

13yr. old male umbrella cockatoo,
we call him Amigo!

7yr. old Goffin cockatoo, she IS Sassy!!
Does your bird travel far from your home? I'm asking because, I have to call very loudly for Amigo when far away but when he's close I talk softly and he'll come. Most times, he'll just show up out of no where, I think he hears me walking. If he doesn't go far maybe you don't need to scream so loudly?
