Okay well they werent really using "bowls" 
These were wild budgies and they were drinking in the middle of the road! It was a dirt road that only gets cars every day or so in Western Australia. Poor little guys had to compete with some big sloppy neighbors that kept defecating in the water. Oh well at least they had choices and could fly to another cleaner drinking area!
