You need to figure out how to get this bird to a vet. If it means you contact a local bird rescue or even a local SPCA and you have to surrender the bird, the bird is most likely going to die without medical help. I'm not a vet nor anyone else on here that I know of, so none of us can tell you exactly what is wrong or exactly what to do as a home remedy to save your bird. But, just in my opinion, you made the decision to have a bird, you are responsible for its well being. And if you cannot afford to pay for a vet, you need to consider all other options including surrendering the bird to a shelter or possibly even an avian vet would accept the bird or allow you pay a small amount now and keep the bird til you pay off the bill if you do not want to give up ownership entirely.
I don't mean to sound cruel or heartless, but your bird needs to be first priority and right now he really needs medical help.
