While I can't offer too much advice on generally calming him down, I think daily routines might help his sleep schedule!
For my birds, they only really sleep in their cages and spend the rest of the day out of the cage. Things usually quieten down in the room as the sun goes down, I am usually less active as well - by 7pm, all three birds have flown into their cages independently and I just close them in for the night, covering the cages with blankets to help them to feel safe. I think what has influenced this sleep routine is that they are reliant on natural sunlight (I wake early, so I allow sunlight in as soon as I can in the morning) as well as my behaviour. We play and do activities during the day and I'm very active in the room during the day, and when it gets to late afternoon I usually put on calming music, read quietly or do some work, and the birds tend to eat their last bit of food for the day, groom a bit ,and I sometimes give Berry a cuddle. What is interesting is how receptive they are to MY behaviour as well as the day-night cycle.
Try to create a relaxed atmosphere for him before you put him to bed -for example, play some quiet music, talk to him softly, etc in a dimly lit environment. You can have the lights on, but make sure that his cage has a cover so that it is dark for him. Also avoid making any loud noises during this time or act energetic yourself, because he will try to mimic this and think that there's some activity going on. Keep his sleeping cage in a very quiet area, or stay quiet around him. It may take a little while but forming your own routine with your bird will help him sleep much better!
