I know black pigmentation as they grow old but any particular reason why this one looks like bleeding black from nostril ??

She's around 21-23 yrs old she came already very old when I'm at 7 now almost 20 yrs together and i never took her vet in all my life pls help me coz my country law won't allow me to treat Indian ringneck.

Is there missing feathers around the upper mandible, and cere? I can’t really tell in the photo. Would you be able to take your parrot to a vet?
