I need some info/help

For maybe 4 years now I’ve had my current parrot but I’m unable to take him out much as we have many cats (we didn’t plan for this) he’ll puff up and try to bite me some days or others he’ll run away and im not sure how to gain his trust back from this point.
 
Having cats and birds isn't a good combination and the bird suffers. He deserves to be able to come out and enjoy his life. Perhaps you should rehome him or the cats unless you can put the cats in another part of the home and let your bird out frequently.
 
At this point, after 4years, he has no reason to trust you,. and parrots are all about trust.
 
My advice, give up all the cats. I might not get punished on this post... Will see. They love me but they hate me. Here are some baby budgies.

The bird is alone in a cage most of the time, with it sounds like predators actively prowling around it, scaring it. Parrots are social animals, and if you only have one parrot it's important to provide quite a lot of enrichment and interaction which includes hours a day outside of the cage with you. If you can't give the bird space to fly around, and time out with you, and enrichment in it's life, something needs to change.
