I have a question about ordering baby birds from overseas. Is this a thing? and is it legal. If so, is there an organization that can help identify legitimate sources?

Welcome. We're always looking for new friends. I suggest you check check site out carefully. Some areas are cracking down on illegal bird sales so black market is high. The risk of disease is high in black market sales. There is also a buy no show scam on birds. Birds on the endangered species list either are not allowed or require special permits to enter the country. Check out how imported birds are allowed to come into this country first. I don't think it's easy. There's a minimum time that they must stay in quarantine. All sorts of documents must be presented. Depending upon what you mean by baby would determine its survival. I would suggest doing a lot of reading. It sounds suspicious the more I think about it.

Great advice above. Also consider animal welfare during transport. Long international shipments can be stressful to parrots. They can be sensitive creatures.

Also try to check out rescues in your local area. The ones in my area have quite a few parrots available, and a wide variety of species as well. It comes with advantages such as meeting your parrot before you bring him/her home.
