I recently got a baby cockatiel and he’s been doing great super explorative very social and loves cuddling. I noticed him starting to make this noise and i just want to make sure if it’s normal or not. Thank you so much in advance.

How old is he? Is he weaned? It sounds like unweaned baby voice but I may be wrong (I have experience with Bourkes, not cockatiels)

Definitely baby noise! Nothing to worry about specially if its young. I would monitor the weight to make sure its eatting correctly and not having a weaning relapse if its recently weaned.

It sounds like a baby bird wanting to be fed.
Sometimes babay birds regress after changing locations and owners.
offer him baby bird formula or oatmeal in a spoon.

Yep.. baby cockatiel noise. As Texsize said, baby cockatiels will sometimes regress and want to be fed. Offer some warmed up baby formula, apple sauce or oatmeal. It helps comfort them when under the stress of a new home :)

My cockatiel made this noise when he was little and wanted to be fed or wanted attention. An awful noise, isn’t it!
