Is this a behavior problem?

Why is my Amazon doing this? It's cute to me, but every time we talk to him, when I get close, when I let him out (he climbs on top of the cage) and he shakes his head like he's dancing. You want to tell me something.

Some people told me that this is a neurological disorder, but I don't believe that

My princess parrot Peachie does a very similar thing when she gets excited over something, but I'll never be quick enough to video her doing it. Personally I think it's just happy exuberance

Just a weird bird, I think. Who knows why our birds do such strange things. He looks happy, that's for sure!
