Currently I have none, but I have the capacity to adopt a minimum and maximum of two budgies - preferably a bonded pair or two males.

I saw a youTube video talking about some kind of fad in letting budgies loose.

At least the video I saw was warning people not to let them loose.

I think I know which video you are talking about. It was quite educative. However this is sadly a reality in many parts of the World including in India.

Let us hope that this 'fad' ends quickly!

Much like a certain 'animal rights group' that was recommended that people release their caged Parrots into the joyous World of the Great Rain Forests of Americas Northwest.

I've been seeing a lot of this popping up lately. And it's not restricted to budgies. Includes releasing goldfish (sometimes into the ocean...) and releasing hamsters. and I'm sure theres more.
