I'm located in Queensland so I'm not personally aware of any particular parrot rescue services in Victoria, although they don't seem to be as common in Australia as they are in other parts of the world. Of course you could try local RSPCA branches close to you, and sometimes they come up on Facebook too. You can also keep an eye on www.parrotrescuecentre.com, although I note they only have birds in QLD and NSW available at present. Also try vet clinics, as some people surrender birds to vet clinics if they are no longer able to care for them.
