The owner said they were 6 weeks (so now almost 7) and I believe her - they are tiny compared to 4-5 mo old budgies sold in the pet stores. The previous person whom she sold them returned them because they were not eating on their own. And I got them just 2 days later - that's why I was so concerned. 
I guess they were meant for me! They are doing great - I clipped 3 feathers on their wings and they still fly great! So I have to go with 5. I want them to fly, but not get to the ceiling fan which is now their favorite place.
