Cockatoo welfare concerns

I won't lie, I've never owned a cockatoo, nor do I know much about them. That's why I've come to this forum. I know of a cockatoo who spends most of his time in a garbage bin, gets little to no outside enrichment or human interaction, and his hormones run rampant. He often bites, exhibits signs of sexual frustration, and his cage appears to be unsuitable. He's clipped. Is this a reason for concern, or could I be overreaching?
