Here something interesting I had a few friends and other people bring to my attention more then once and posting this video on Facebook panicking even more and reason many are stating the infected and death toll is much higher then CCP is reporting? Which they are under reporting, but not anywhere near that much as would mean over 40% infected if that was the case. So figure give my take on this as have a understanding how it works as people are assuming cell service is like the US.

Break down how cell service works in that area
1. Mobile accounts are registered with resident's IDs (身份证), not with resident's status (户口 Hukou). When a person dies, their mobile account is not cancelled automatically.
2. If someone dies of COVID-19, it can't be a priority for their sorrowful family to manually cancel their loved one's mobile account, just to save around $10 per month.
3. Though mobile accounts in China are registered with resident's IDs, it is legal and a pretty common case for one person to have multiple numbers [1] .
4. If someone fail to pay for their mobile account, there will be ~6 months before the mobile account is cancelled [2] . What's more, all network providers have decided NOT to cancel accounts which that are unpaid for during the COVID-19 outbreak [3] ..

My take as been there on projects
It's very likely. A fact is that mobile plans vary in every Chinese provinces, so it is pretty common for people to have multiple accounts if they work in a difference province from their hometown. If the business shuts down, people may cancel their business phone number.
Another phenomenon is that Chinese mobile carriers provide cheaper mobile plans specially for data (no calling or SMS) and a lot of people use such plan in addition to their primary plan (because it could be cheaper, or they probably got the data-specific plan in a promotion). (Most of Chinese cellphones are dual-SIM; even Apple sells special physical dual-SIM models of iPhone in China, rather than the physical + eSIM models sold in the rest of the world.) So if people are quarantined at home where there are Wi-Fi, an additional plan specially for data will be unnecessary and they are highly likely to cancel it.
So is likely a result of businesses being shut down and the lock down and not a example of the real death toll. I had to clarify this one, so people don't over panic.
