Gcc leg band identification

I have a green cheek conure that I got from a rescue. And I was wondering if anybody has any idea on what these numbers mean on the leg band 99 MI ga 2...this gcc eats and drinks but not active at all...

Basically it likely identifies the state, the year of birth the breeder and what order the bird was born in. Or it identifies other stuff that makes sense to someone and you're left to guess.

Based on my limited knowledge I'd hazard to guess the bird is from a breeder in Michigan or perhaps Georgia (the MI and the ga), a breeder that uses either MI or ga as its initials, it might have been born in 1999 (the 99) and the 2 could be a hatching order?

But that's my only mildly edumacated guesstimationing.
