Not being able to find breeders usually is because they do not want to be found -> especially if you are breeding "specials" what usually happens is: people stop by, buy a baby and with a few weeks all your other birds will be stolen...

so most of them (who really really love their birds) wil sell to one of those brokers/ salespeople -> the babybird will get dropped at a shop and possibly be mistreated, infected and what else, but at least your parentbirds are safe from theft and harm.

Unfortunately because good breeders are hard to find (esp when you when you just start out wanting a parrot and nobody knows *you*) those (usually) terrible places stay in bizzness.

The best way to avoid buying a diseased bird (in NL anyway) is to really, really do your homework, use the fora (like you are doing now).
There are a few shops that have their 'housebreeders' (certified, diseasefree, small production types; tested babies) and there are a few large 'we buy and sell anything, we dont care' who just ruin lives indiscriminately (peoples and parrots).
 
They are not legit, I tried to buy a parrot from them asked for them to send a picture of the bird with today's newspaper, they wouldn't do it
