Nice size cage for a cockatiel for sure. Ditch the dowel perches though, and try to get some natural wood perches of a larger diameter than the dowels. Parrot feets need varying diameter perches to keep their feet in good condition. It would be like you wearing the same shoes, every day, all day and night.

Also, I would wait a bit on toys. Parrots can have strong opinions on what is fun to destroy and what is scary and will not touch them. So you try a shreddy paper toy, a colorful thin wood toy, etc. Once you know what he prefers you can not waste $$$ on toys that will not be played with. So my example: Salty will not touch any toy hanging in his cage, but loves foot toys on the bottom ( cups, jingle bell, soft wood blocks). But once he is out and on his play chain, he will play and destroy almost any hanging thing.
Cockies are on the small end of size, so make sure to get toys that are appropriate for him - a lot of bird stores tend to have toys for larger parrots. Good luck once you get your baby.

For toys I highly recommend Bonka Bird Toys, they have a nice toy selection and good prices. They have perches, too! personally my cockatiel is a big fan of the rope perches, I have 3 of those in his cage (that's what he usally sleeps on) along with 3 pedicure perches, two natural wood perches and a ladder. Since I keep his food bowls at the bottom of the cage he likes to have a way to get on a perch from the bottom and they are sort of overlapping in areas so he can climb all the way from the bottom to the top.

And I agree that you should figure out what toys he personally likes. For instance, my fids love these tiny plastic puzzle pieces (which they only play with under supervision) and Data had this tiny little duck he carried around like it was his baby (I'm still trying to find that duck.....) See what he likes. Maybe he would like a shredding toy with paper or maybe other materials. Birds can be picky!
